This is a 12V voltage set-up adapter for USB Type-A connectivity. For 4-pin PWM enabled 12V DC fans, the speed of the fan is determined by PWM feedback from the motherboard. With the absence of this feedback to the motherboard, then the speed of the fan does not change according to the fan's PWM signal. The fan will run at full RPM as the rated voltage is met to run the fan.

This is a 12V voltage set-up adapter for USB Type-A connectivity, usually such 12V DC fans like the Akasa AK-174BKT-B has a temperature sensor. Then the speed of the fan is determined by the temperature sensor.
